Dear Sir / Madam
I would like to complain about the excessive shenanigans of your rented property at [address redacted], [address redacted]. Apparently, André Rose is notorious for sub-letting the property and has to my knowledge alone sub-letted the property to no less than 12 people since Aug 2000. You have on record a previous complaint, not from myself, but a Frenchman, a previous person sub-letting a room with his pregnant wife of Asian origin. No action has been taken since the previous complaint and the situation has become much worse since this time.
There are currently six people living in the property, André Rose, myself, Richard Porte, his girlfriend, Abby, and two Africans. This is unacceptable. I have no details about the tenancy, although the flat is suitable for three adults and a child, at the very most.
I presume that André is the only named tenant currently living in the flat, although due to recent events, including pre-meditated violence inflicted upon him, he is considering moving out (and continuing to sub-let). Unfortunately, André may not be of sound mind and this is reflected in his hobbies. André has ambitions to be a DJ but, quite frankly, has no aptitude for his favourite activity. This leaves him unable to obtain rewarding employment and instead he has a series of menial jobs which he is unable to retain. André is currently unemployed and banned from driving and therefore currently dependent on revenue from sub-letting. André charges an extortionate rate, £50-£80 per room per week for as many as three rooms. Accordingly, people do not stay long and this does not improve André's mental state.
Richard and Abby are recovering heroin addicts and occasionally invite addicted friends and dealers to the property. Indeed, one cannot be certain that they are recovering and I have reason to doubt their claims (see below). One drug dealer, "Mick", who has been invited to the flat has an extremely large and aggressive Alsatian dog that has been trained to kill. (By Richard's own admission, it is the largest dog he has ever seen.) On one occasion, this dog was left tied to the gate blocking the sole entrance to the flat. I was told that the dog did not bite, which from experience I have found is a claim without merit or recourse. After I complained about the situation, the dog was removed from the gate and allowed to roam free inside the flat. (At the time, I was unaware of identity of the dog although I had been told of its history after this occasion. Not only is it trained to kill, but it is also trained to target people wearing police uniform. My dark trousers and black / white coat were sufficiently similar to agitate the dog. I was therefore right to be wary.)
On another occasion, a lethal does of methadone was left unlabelled in the refrigerator. It was disolved in another solution and therefore had the appearance of cooking fat left in the fridge. It was left uncovered at the top of the fridge and could have spilled onto items of food. This mixture was left in one of the cups I supplied to the house, given the lack of crockery, utensils and cutlery. Richard apologised for the incident and was entirely honest about the situation, although given previous claims about their addiction, I was under the impression that such drugs were unnecessary.
Richard and Abby are currently trying to introduce another dog, of the same breed as the drug dealer's trained killer. Both claim that the dog does not bite, which is the same claim made of the killer Alsatian. It is curious to claim that a dog does not bite because I had not considered that it would and therefore I am suspect of the redundant claim. Abby believes that I have an irrational fear of dogs but I will not be drawn into such a futile argument with known liars (see above). Regardless, the flat has been damaged by the addition of a large hook in the hallway from which a dog lead was hanging. Damage in the flat has been remarkably light, given the circumstances, until very recently. Damage is limited mostly to electrical items, including my spare portable computer. Richard has made some payment for the computer damage which may cover repair but may not cover replacement.
Richard has encouraged a young man of dubious background, who was recently institutionalised for a drug psychosis. The two trade drugs on the premises. Additionally, the young man has provided soft drugs (cannabis), unused medication (very strong tranquillisers) and music albums (possibly stolen) to Richard as gifts. Richard is now keen to have the young man move to [address redacted], despite the fact that six people already live here. He has visited Richard every day without cease for over two weeks, occasionally bringing a friend or staying for the night, sharing the room with Richard and Abby. Additionally, Richard and Abby wish to grow drugs on the premises, converting the unused flat roof into a narcotics farm. Regardless of the legal situation, this would certainly jeopardise my job with a horticulture company, GardenAdvice Limited, merely by association.
From the accent, I presume that the African couple are French speakers. I don't often see them because they usually awake very early in the morning, spend much of the day elsewhere and are asleep before I return home myself. They are generally bewildered by British culture and are largely unaware of the abnormal situation. According to Richard, the African couple are apparently very concerned about the Home Office and Richard suspects that they may be illegal immigrants. Of course, this is unsubstantiated: they have not expressed such concerns to me. (Additionally, Richard claims that he gave the woman tranquillisers to relieve the stress of leaving their children in a war zone. Again, further unsubstantiated claims.) Such concerns were expressed by Richard, who is extremely racist about the Africans and wishes that they would move into a place "with their own people". Of course, such bias is ignored to ensure that the African couple have befriended the dog.
Richard and Abby both take offense to the African couple's cooking which includes traditional recipes using powdered maize. Richard and Abby both believe that the African couple obtain condemned meat, unfit for human consumption. Although this has not stopped Richard and Abby accepting food from the Africans, mostly chicken, on numerous occasions.
André sleeps in the common room when he wants to sub-let the final bedroom (his own) and this has happened on more than one occasion. This leaves people without a seated area to eat food and therefore the African couple take pots of food to their room. Since the Africans cook traditional food with the most pots, they are unfairly blamed for the acute shortage of pots and a lack of washing up. André sub-let the final bedroom to the Africans after Richard and Abby were present. This may be the root of Richard and Abby's contention regarding room price, room size, room arrangement, food storage, food preparation, television, tables, beds and pets. Or it could just be two junkies making as many demands as possible. Bizarrely, Richard and Abby want André to sleep in a shed outside (to be purchased at his own expense) and want their dog to sleep in the airing cupboard, which is unhygienic.
Anyhow, it can be clearly seen that the place is too crowded. Although, the solution is not for the most recent additions to go. Richard and Abby admit to both being violent to André on one occasion regarding accommodation. This apparently left André cowering and agreeing to all their demands. This incident was alleged to have taken place in André's room, the former common room. I was not present, although my social life had previously been interrupted on one previous evening after Richard had warned of such action. Additionally, André has taken to extensively barricading the room before he sleeps. It would certainly not be possible to rescue him in the event of a fire.
I would like to complain about other aspects of fire safety. I was under the assumption that all rented property required fire alarms. I had provided a fire alarm at my own expense, although it has since been damaged, despite been screwed to the ceiling by André. Therefore, I formally notify Alldays Stores Limited that the rented property at [address redacted], [address redacted] is without adequate fire safety.
I would also like to complain about the noise. André Rose is mentally disturbed and under the impression that he is a musician, or at least of the ability to mix records. I can assure you that he is not. Occasionally, André plays records loudly for up to 12 hours, often until 3AM and once until nearly 5AM. On other occasions he sleeps listening to one or more radio stations at the same time. He has no concern for volume during normal sleeping hours because "there aren't any neighbours". This is not true. The situation has become worse with the additional presence of Richard and his friend, both who have more experience, Richard's being 12, drug fuelled years of DJing. Asking for the volume to be decreased with three DJs in the flat is a futile exercise and it is soon increased again. Richard claimed that some increases were "subconscious" and to his benefit, he was unaware of one volume increase made in my presence.
André has been avoiding council tax and does not have a television license. Both are imprisonable offences. He has been notified about the lack of television license on at least three occasions to my knowledge. Furthermore, André Rose has deliberately lied on the census. He says he returned it early and said one person was living here, presumably himself. This is despite the fact the André and myself are both on the electoral role, listed at [address redacted], myself having only been recently added. André's census return is also an imprisonable offense and I intend to be accurately recorded. Certainly, the form has disappeared and I had not given information required to record an accurate census. Indeed, given that six people live in the flat, the form has space for five people and there was only one form, the census form could not possibly have been returned with accurate information.
Due to circumstance, I moved to [address redacted] at short notice, being the only place available via a mutual friend. I was unaware of the situation when I moved in, it has substantially deteriated and have been unable to move out due to finances.
It is my contention and personal experience that André Rose is not suitable to rent property from Alldays Stores Limited. Indeed, given the withdrawn mental state of André Rose ever since I have known him, he may not be of sound mind to form a legally binding contract with Alldays Stores Limited.
Given the above situation and my finances, I formally notify Alldays Stores Limited that I claim the right to squat at the property until such time as is necessary. Additionally, my diet has been affected by access to the kitchen and I have previously been on medication for under-eating. If no action is taken by Alldays Stores Limited to rectify the situation, I will sue Alldays Stores Limited for any loss of earnings and any medical expenses incurred. Please enforce or terminate your contract with André Rose.
